Joint statement by joint coordination headquarters of Russia and Syria on the problems of the repatriation of the Syrian refugees and IDPs under pressure of western countries sanctions

Russian and Syrian Joint Coordination Headquarters continue to work actively within the framework of the initiative for the voluntary and safe return of Syrian citizens who were forced to leave their homeland due to terrorist aggression. Thanks to the consistent and coordinated actions of the Russian and Syrian sides to date 2,235,674 Syrians returned to their chosen places of residence.

The Government of Syria is doing everything possible to create favourable living conditions for citizens and restore public and private buildings as well as infrastructure destroyed by terrorists (restoration of educational and medical institutions, transport infrastructure, electricity and telephone networks). The necessary measures are being taken to fight coronavirus infection, including vaccination of the population.

At the same time, these processes are severely hampered by tough illegitimate economic sanctions imposed by the United States and its allies, who seek to maintain hotbeds of tension in Syria to justify the illegal occupation of Syrian territories and the criminal plunder of Syrian natural resources.

However, such a large-scale event as the Brussels conference "Support for the Future of Syria and the region", which declares its main goal to be humanitarian assistance to the Syrian people, once again took place without the participation of the Syrian authorities and without consultation with them, which confirms the reluctance of Western countries to provide real and effective assistance to citizens in the territory controlled by the government of the country.

Moreover, all the decisions taken during this forum lead to the perpetuation of an unstable situation in Syria and the entire Middle East region. Instead of restoring critical infrastructure (water supply, sewerage, electricity, etc.), which is necessary to activate the process of returning Syrian citizens to their homeland, Western countries allocate funds to prevent their return to their homeland, to force them to stay in the camps in the territories of the host countries, where there are no conditions for a decent life for these refugees.

This approach of Western countries to assisting Syria is harmful and leads to the revival of hotbeds of terrorism, socio-economic and migration crises. Instead of achieving the real goals of humanitarian activities, there is harmful discrimination against Syria on humanitarian issues – discrimination against areas under the control of the legitimate Government in terms of providing humanitarian assistance, refusal to assist in the restoration of social infrastructure and the return of refugees, tougher sanctions against the background of the COVID-19 pandemic, the desire to preserve a cross-border mechanism that violates the sovereignty, independence and territorial integrity of the State, as well as the norms of international humanitarian law and the guiding principles contained in UN General Assembly resolution 46/182.

We call on the international community to stop politicizing humanitarian activities in the Syrian Arab Republic and focus on resolving the economic problems of the population and allocating the necessary funds for the normalization of the humanitarian situation in Syria shortly, which will increase the rate of return of refugees to their homeland.
