Return of Refugees from abroad

Over the past day, 390 refugees have returned to the Syrian Arab Republic from the territories of foreign states, including from Lebanon through the checkpoints Jaydet-Yabus, Tell-Kalah - 357 people (including: 107 women, 182 children), from Jordan through the checkpoint Nasib – 33 people (including: 10 women, 17 children).

A total of 710,687 people have returned from the territories of foreign states since July 18, 2018, including:

  • from Lebanon - 314,888 people (including: women - 94,632, children - 160,310), through the checkpoints Jaydet-Yabus - 189,069, Tell-Kalah - 118,785, Zemrani - 4,346, El-Dabusiya - 1,834, El-Qusair - 854;
  • from Jordan through the Nasib checkpoint - 395,799 people (including: women - 118,784, children - 201,851).

As of September 23, 2021, there are 6,800 865 Syrian refugees in 43 States (Turkey – 3,713,344, Lebanon – 851,717, Jordan – 670,637, Germany – 595,124, Iraq – 248,721, Egypt – 133,568, the Netherlands – 63,670, Austria – 58,050, Denmark – 35,536, Greece – 58,273, Switzerland – 22,100, Cyprus – 2,602, Belgium – 25,311, Italy – 3,832, Romania – 1,156, Spain – 3,098, Ireland – 450, Bosnia and Herzegovina – 350, Argentina – 392, Malta – 1,115, Poland – 251, Luxembourg – 553, Croatia – 250, Slovenia – 226, Iceland – 50, Bulgaria – 471, Hungary – 27, Slovakia – 12, Czech Republic – 1,320, Great Britain – 17,525, Sweden – 137,152, Canada – 50,117, USA – 21,772, France – 36,050, Norway – 36,113, Brazil – 5,074, Finland – 2,631, Portugal – 753, Lithuania – 544, Albania – 250, Peru – 29, Uruguay – 28, Serbia – 621).

It is estimated that 1,297,168 Syrians from 15 countries of the world expressed a desire to return to their homeland (Lebanon – 645,128, Turkey – 70,041, Germany – 60,115, Austria – 103, Switzerland – 17, Jordan – 458,021, Iraq – 847, Greece – 30,372, Denmark – 150, the Netherlands – 29,244, Lithuania – 30, Malta – 541, Canada – 2,517, Argentina – 18, Uruguay – 24).

A total of 939,967 people have returned to Syria from the territories of foreign states since September 30, 2015 (including: women - 282,074, children - 479,083).

Currently, 13 checkpoints are deployed, including:

  • on the Syrian-Lebanese border – five (Zemrani, Jaydet-Yabus, Al-Dabusiya, Tell-Kalah, Al-Qusayr);
  • on the Syrian-Jordanian border – one (Nasib);
  • on the territory of Syria – five (Salhiyah, Jleb, Serakab,
  • Miznaz, Abo-Azeidin);
  • air – one (the Duval);
  • marine – one (Banias).

The Syrian leadership is taking active steps to improve the efficiency of the process of returning Syrian refugees from the territories of foreign states.

Internal displacement

There was no withdrawal of refugees to their places of permanent residence during the day.

There was no withdrawal of refugees through the Salhiyah checkpoint (Deir-ez-Zor province). A total of 102,619 people have returned since August 25, 2018 (including: women – 41,097, children - 34,224), 2,482 units of equipment have been withdrawn.

There was no withdrawal of refugees through the checkpoint Jleb (Homs province). A total of 24,076 people have returned since February 19, 2019 (including: women – 6,612, children - 11,414), 1,812 units of equipment have been withdrawn.

There was no withdrawal of refugees from the Rukban camp. A total of 20,257 people have left the camp since March 23, 2019 (including: women - 5,769, children - 10,049), 947 units of equipment have been withdrawn.

There was no withdrawal of refugees from the Idlib de-escalation zone. A total of 46,801 people have left the zone since March 4, 2018 (including: women - 15,142, children - 21,284), 4,818 units of equipment have been withdrawn.

Since January 13, 2020, 1,873 people have left the zone (including: 687 women, 761 children), 63 units of equipment have been withdrawn.

A total of 1,370,388 internally displaced persons have returned to their places of permanent residence since September 30, 2015 (including: women – 421,953, children – 677,313), since January 1, 2019 – 101,792 people (including: women - 39,394, children - 33,547).

Cities and localities ready to receive refugees

Reception and accommodation facilities for 1,502,650 refugees have been set up in 413 localities least affected by the hostilities.

Infrastructure restoration

The assessment of the state of infrastructure, socially significant facilities, the availability of stocks of construction materials and material assets in Salhiyah (Deir ez-Zor province) and Qusayr (Homs province) was carried out. To improve the living conditions of Syrian citizens and complete the restoration of infrastructure, it is necessary to deliver supplies to the settlements:

  • Salhiyah – two dump trucks, 14 windows, 8 cubic meters of bricks, 7 cubic meters of cement, 4 tons of construction fittings, 950 kg of finishing materials, 800 m of water pipes, 450 m of electric cable for the restoration of three residential buildings;
  • Qusayr - car crane, dump truck, 16 windows, 9 cubic meters of bricks, 8 cubic meters of cement, 6 tons of construction fittings, 1,150 kg of finishing materials, 950 m of water pipes, 750 m of electric cable for the restoration of five residential buildings and a bakery.

In total, since July 20, 2018, on the territory of the Syrian Arab Republic:

  • 995 educational and 260 medical institutions, 5,014 residential buildings, 42.01 km of water supply networks, 13 wells for drinking water, four cultural and leisure facilities, six administrative buildings, 0.6 km of sidewalk have been restored;
  • six automobile bridges and 1,852.2 km of highways were repaired; 1,496.14 km of power lines were laid;
  • commissioned: 275 water supply facilities, 328 bakeries, 854 electrical substations, four gas stations, 14,455 industrial enterprises, 194 lighting devices.

Currently, in 345 settlements of the provinces of Aleppo, Damascus, Deir ez-Zor, Latakia, Hama, Homs, Deraa, Essaouida, Quneitra and Raqqa, work is underway to restore and repair 2,676 residential buildings, 225 schools, 178 preschool institutions, 243 medical institutions, 211 bakeries, 203 electrical substations, 283 water pumping stations and 89 religious buildings.

Provision of humanitarian and medical assistance

No humanitarian actions were held over the past day.

In total, 3,024 humanitarian actions were organized and conducted. 5,288.49 tons of food, bottled water and basic necessities were delivered and distributed to Syrian citizens.

Medical specialists of the Ministry of Defence of the Russian Federation did not provide medical assistance to Syrian citizens.

In total, medical specialists provided assistance to 132,874 residents of Syria.

Mine clearance

Engineering units of the armed forces of the Syrian Arab Republic carried out tasks for the day to clear the area and objects in Douma (Damascus province), Deraa and Osman (Deraa province).

20,4 ha of the territory was cleared. Seven explosive objects (EDs) were found and destroyed, including two improvised explosive devices (IEDs).

In total, 5,446 hectares of territory, 3,112 buildings (structures), 273.4 km of roads have been cleared. 43,524 EDs were detected and destroyed, including 5,839 IEDs.

Organizational arrangements for the reception of refugees

In the provinces of Aleppo, Damascus and Hama, a state program is being implemented to restore settlements in the territory liberated from militants. The program includes three stages: preparation of infrastructure (water supply, electrification), targeted assistance to the population, and the return of residents to their places of permanent residence.

The Coordination Committee of the Syrian Arab Republic for the Return of Refugees is carrying out socio-economic activities that are intensifying the process of restoring the country's infrastructure, taking measures to equip checkpoints and return refugees from abroad to their places of permanent residence.

The officers of the Center for Reconciliation of the Opposing Sides and Control of the Movement of Refugees in the territory of the Syrian Arab Republic did not hold working meetings on assistance in restoring infrastructure and creating conditions for the accommodation of refugees.
