Return of Refugees from abroad

Over the past 24 hours, 296 refugees (88 women, 151 children) have returned to the Syrian Arab Republic from Lebanon through the Jaydet-Yabus and Tell-Kalah checkpoints.

There was no withdrawal of refugees from Jordan through the Nasib checkpoint.

A total of 701,288 people have returned from the territories of foreign states since July 18, 2018, including:

  • from Lebanon-306,040 people (women-91,976, children-155,799), through the checkpoints Jaydet-Yabus - 183,763, Tell-Kalah - 115,243, Zemrani - 4,346, El-Dabusiya - 1,834, El-Qusair - 854;
  • from Jordan through the Nasib checkpoint – 395,248 people (women-118,618, children-201,569).

As of August 31, 2021, there are 6,791,032 Syrian refugees in 43 countries (Turkey – 3,705,188, Lebanon – 851,717, Jordan – 670,637, Germany – 595,124, Iraq – 247,044, Egypt – 133,568, the Netherlands – 63,670, Austria – 58,050, Denmark – 35,536, Greece – 58,273, Switzerland – 22,100, Cyprus – 2,602, Belgium – 25,311, Italy – 3,832, Romania – 1,156, Spain – 3,098, Ireland – 450, Bosnia and Herzegovina – 350, Argentina – 392, Malta – 1,115, Poland – 251, Luxembourg – 553, Croatia – 250, Slovenia – 226, Iceland – 50, Bulgaria – 471, Hungary – 27, Slovakia – 12, Czech Republic – 1,320, Great Britain – 17,525, Sweden – 137,152, Canada – 50,117, USA – 21,772, France – 36,050, Norway – 36,113, Brazil – 5,074, Finland – 2,631, Portugal – 753, Lithuania – 544, Albania – 250, Peru – 29, Uruguay – 28, Serbia – 621).

It is estimated that 1,297,168 Syrians from 15 countries of the world expressed a desire to return to their homeland (Lebanon – 645,128, Turkey – 70,041, Germany – 60,115, Austria – 103, Switzerland – 17, Jordan – 458,021, Iraq – 847, Greece – 30,372, Denmark – 150, the Netherlands – 29,244, Lithuania – 30, Malta – 541, Canada – 2,517, Argentina – 18, Uruguay – 24).

A total of 930,568 people (279,252 women, 474,290 children) have returned to Syria from the territories of foreign states since September 30, 2015.

Currently, 13 checkpoints are deployed, including:

  • on the Syrian-Lebanese border – five (Zemrani, Jaydet-Yabus, Al-Dabusiya, Tell-Kalah, Al-Qusayr);
  • on the Syrian-Jordanian border – one (Nasib);
  • on the territory of Syria – five (Salhiyah, Jleb, Serakab, Miznaz, Abo-Azeidin);
  • air – one (the Duval);
  • marine – one (Banias).

The Syrian leadership is taking active steps to improve the efficiency of the process of returning Syrian refugees from the territories of foreign states.

Internal displacement

305 refugees returned to their places of permanent residence during the day.

305 refugees returned through the Salhiyah checkpoint (Deir Ez-Zor province).  In total, since August 25, 2018, 100,401 people have returned (women-39,884, children-34,027), 2,482 units of equipment have been withdrawn.

There was no withdrawal of refugees through the checkpoint Jleb (Homs province). In total, since February 19, 2019, 24,023 people have returned (6,600 women, 11,375 children), 1,812 units of equipment have been withdrawn.

There was no withdrawal of refugees from the Rukban camp. A total of 20,204 people have left the camp since March 23, 2019 (5,757 women, 10,010 children), 947 units of equipment have been withdrawn.

There was no withdrawal of refugees from the Idlib de-escalation zone. In total, since March 4, 2018, 46,801 people have left the zone (women-15,142, children-21,284), 4,818 units of equipment have been withdrawn.

Since January 13, 2020, 1,873 people have left the zone (687 women, 761 children), 63 units of equipment have been withdrawn.

A total of 1,368,117 internally displaced persons (women – 420,728, children – 677,077) have returned to their places of permanent residence since September 30, 2015, and 99,521 people (women – 38,169, children – 33,311) since January 1, 2019.

Cities and localities ready to receive refugees

Reception and accommodation facilities for 1,502,650 refugees have been set up in 413 localities least affected by the hostilities.

Infrastructure restoration

The assessment of the state of infrastructure, socially significant objects, the availability of stocks of construction materials and material resources in Nawa (Deraa province) and Blat (Aleppo province) was carried out. To improve the living conditions of Syrian citizens and complete the restoration of infrastructure, it is necessary to deliver supplies to the settlements:

Nawa-excavator, two dump trucks, drilling rig, 19 windows, 11 cubic meters of bricks, 10 cubic meters of cement, 8 tons of construction fittings, 1,050 kg of finishing materials, 900 m of water pipes, 500 m of electric cable for the restoration of two residential buildings and a water pumping station;

Blat-dump truck, tractor, 18 windows, 14 cubic meters of bricks, 10 cubic meters of cement, 12 tons of construction fittings, 950 kg of finishing materials, 1 800 m of water pipes, 1 900 m of electric cable for the restoration of three residential buildings, a water intake station and an electrical substation.

The heads of local self-government bodies sent applications to the Ministry of Public Works and Housing for obtaining construction materials for the restoration of objects.

In total, since July 20, 2018, on the territory of the Syrian Arab Republic:

994 educational and 257 medical institutions, 4,985 residential buildings, 41.73 km of water supply networks, 13 wells for drinking water, four cultural and leisure facilities, six administrative buildings, 0.1 km of sidewalk were restored;

six automobile bridges and 1,836 km of highways were repaired;

1,487. 64 km of power transmission lines have been laid;

274 water supply facilities, 327 bakeries, 850 electrical substations, four gas stations, 14,455 industrial enterprises, 194 lighting devices were put into operation.

Currently, in 345 settlements of the provinces of Aleppo, Damascus, Deir ez-Zor, Latakia, Hama, Homs, Deraa, Essaouida, Quneitra and Raqqa, work is underway to restore and repair 2,682 residential buildings, 223 schools, 176 preschool institutions, 239 medical institutions, 208 bakeries, 199 electrical substations, 281 water pumping stations and 89 religious buildings.

Provision of humanitarian and medical assistance

No humanitarian actions were held over the past day.

In total, 3,020 humanitarian actions were organized and conducted. 5,269.81 tons of food, bottled water and basic necessities were delivered and distributed to Syrian citizens.

Medical specialists of the Ministry of Defence of the Russian Federation did not provide medical assistance to Syrian citizens.

In total, medical specialists provided assistance to 132,874 residents of Syria.

Mine clearance

Engineering units of the armed forces of the Syrian Arab Republic carried out tasks for the day to clear the area and objects in Douma (Damascus province), Deraa and Osman (Deraa province).

18,6 ha of the territory was cleared. Five explosive objects (EDs), including one improvised explosive device (IED), were found and destroyed.

In total, 4,969 hectares of territory, 3,112 buildings (structures), 273.4 km of roads were cleared. 43,399 EDs were detected and destroyed, including 5,789 IEDs.

Organizational arrangements for the reception of refugees

In the provinces of Aleppo, Damascus and Hama, a state program is being implemented to restore settlements in the territory liberated from militants. The program includes three stages: preparation of infrastructure (water supply, electrification), targeted assistance to the population, and the return of residents to their places of permanent residence.

The Coordination Committee of the Syrian Arab Republic for the Return of Refugees is carrying out socio-economic activities that are intensifying the process of restoring the country's infrastructure, taking measures to equip checkpoints and return refugees from abroad to their places of permanent residence.

The officers of the Center for Reconciliation of the Opposing Sides and Control of the Movement of Refugees in the territory of the Syrian Arab Republic did not hold working meetings on assistance in restoring infrastructure and creating conditions for the accommodation of refugees.
