In order to maintain conditions favourable for the return of refugees and internally displaced persons to the places of pre-war residence, the Syrian government, with the assistance of the Russian side, continues to do everything possible to establish a peaceful life in Syria, to restore the country's infrastructure and social facilities.
As a result of Syrian and Russian joint activities, 1,830,191 Syrian citizens have already returned to their homes, with 528,352 refugees from foreign territories.
Over the past week, 11,823 Syrians have returned to the places of their choice of residence, including 538 people from various areas different areas of the country and 10,062 from foreign states.
The effectiveness of the complex measures taken by the Syrian authorities is evidenced by the continuous flow of refugees from Jordan and Lebanon. Since the operation beginning more than 297,837 Syrians have successfully returned from these countries, to their homes.
Despite to the efforts taken by the Syrian leadership, with the support of Russia and the friendly countries, towards earlier return of peaceful life in Syria, the United States and its allies continue to create obstacles to the process of the return the Syrians to their homes.
For this purpose, mass media and non-governmental organizations controlled by US side are involved. They are actively replicating the materials discrediting the leadership of neighboring countries of Syria, accusing them of allegedly violating human rights and forcing refugees to return to their pre-war places of residence.
In addition, instead of providing effective assistance to the Lebanese authorities in the process of voluntary and safe return of Syrian citizens to their homeland, a number of Western politicians and human rights organizations are trying to leave the Syrians in Lebanon, aggravating the migration and economic crisis in this country. For example, the British non-governmental organization Edinburgh Direct Aid, in response to the decision of the Lebanese Higher Defence Council on the demolition of illegally constructed housing in Syrian residences, began emergency work on arranging new places of refugee accommodation on Lebanese territory.
Such an actions of the United States and its allies reveal the true aims of the West - to create barriers in the returning process of Syrian citizens to their homeland, to hamper the economic recovery and return of peaceful life in Syria.
We believe that the assimilation of the Syrians in the territories of the host states is unacceptable for a number of reasons, and the only way out is to return the Syrians to their homeland.
We also draw the attention of the international community to the lack of any progress related of improvement of the life conditions in the Rukban and al-Hol refugee camps located on the illegally occupied by USA territories in Syria.
According to the assessment of the specialized structures of the United Nations, despite of the fact that more than 16,097 Syrian have already left the Rukban camp, the situation in the camp is rapidly deteriorating.
This is due to the high levels of violence and child mortality. In addition, over the past month there has been a significant increase in the number of cases of recruitment of teenagers by various armed groups.
In this regard, there is a serious concern about the decline of refugees leaving the Rukban camp, due to the desire of militants controlled by the United States to keep human shield as long as possible. For this reason, the militants are constantly raising prices for the passage of people through the 55-kilometer al-Tanf zone to the Jleb checkpoint.
We expect more active assistance by the United Nations in the implementation of practical steps for the resettlement of Rukban. Syrian government is ready to succeed this task. The Syrian government guarantees the safety of returning citizens and compliance with all the requirements of the world organization for their decent accommodation. We call the American side to respect the human rights and insist on immediate action to ensure freedom of leaving for the residents of the camp.
We draw the attention of the international community that further retention by the United States and its allies of the Syrian territories, the Rukban and al-Hol refugee camps only delays the end of the conflict in Syria, aggravates the criminal situation, hampers the repatriation of Syrians.
We are confident that at the moment it is necessary to consolidate efforts to create decent living conditions for returning Syrian citizens in Syria, otherwise new waves of refugees in more prosperous countries, primarily Western Europe, cannot be excluded.
