Briefing by Russian Centre for Reconciliation of Opposing Sides in Syria (March 29, 2019)
Peaceful settlement of the conflict and rendering of comprehensive assistance are the main vectors of work in the Syrian Arab Republic.
The Russian Centre for Reconciliation of Opposing Sides and Refugee Migration Monitoring has held no humanitarian actions over the past day.
In total, since the Russian Centre for Reconciliation started settlement process, it carried out 2088 humanitarian actions. The total weight of humanitarian cargo delivered amounts to 3,316.45 tons.
As part of the implementation of the decree of the President of the Syrian Arab Republic, the Syrian authorities continue to work on amnesty for those who evade from military service, including those among refugees and former members of illegal armed groups. As for March 28, 2019, in total 57,194 were granted amnesty.
Social infrastructure is being recovered. 31,467 houses, 838 educational facilities and 151 medical centres has been recovered. Besides, 1,024.9km of roads have been repaired.
In order to prevent a humanitarian disaster in the Rukban refugee camp, a humanitarian corridor and the Jleb mobile checkpoint are set up, where also specially formed columns of buses are also sent for the voluntary and unimpeded return of temporarily displaced persons from the al-Tanf area to the places of their permanent residence.
The Syrian government guarantees the security of temporarily displaced persons and a simplified procedure for the restoration of documents. There are also centres for temporary accommodation for refugees.
We urge the leadership of the US troops in the al-Tanf zone to arrive on a reserve date - April 2, 2019, at the Jleb checkpoint to participate in the coordination meeting, which will allow to develop concrete joint steps to disband the Rukban camp.
Despite the ceasefire regime being established throughout the country, there are still cases of ceasefire regime violation by illegal armed formations in the Idlib de-escalation zone.
Over the past day, terrorists have attacked Ruyseti-Iskander (six times), Kastal-al-Bordj (once) in Latakia province, Khandrat (three times), Aleppo (three times), Kudehi (once) in Aleppo province.
According to information received by the Center for Reconciliation, illegal armed groups operating in the Idlib de-escalation zone are preparing provocations to accuse the Russian Aerospace Forces and the Syrian government forces of using poisonous substances against the civilian
Representatives of the intelligence services of France and Belgium have arrived in Idlib to organise the provocations. Under their leadership, a meeting was held with field commanders of the Hayyat Tahrir al-Sham and Hurras Al-Din terrorist groups, involving also representatives of the White Helmets pseudo-humanitarian organization. At this meeting, they discussed organization of staged videos allegedly indicating the use of toxic substances by Russia and Syria against the civilian population.
Payments are set at 100 USD per person for participation in the filming of scenes depicting the effects of the use of chemical substances. At the same time, it is possible that during the provocation the organizers will use real toxic substances in order to make photo and video materials more credible. Refugees and family members of citizens earlier repressed by the Hayat Tahrir al-Sham group, held by militants, may be the victims of this criminal plan.
From March 14 to March 27, 2019, representatives of the Belgian intelligence services recorded to videotape the air strikes, which the Russian Aerospace Forces delivered on militants' depots with ammunition, and drone assembly places of terrorist groups in the Idlib de-escalation one, to use the footage later as "evidence" of the use of chemical weapons.
On March 23 under control of the French intelligence services, a toxic substance presumably on the basis of chlorine, was delivered in the guise of oxygen and gas cylinders from Saraqib to Khan-Sheikhun, Maaret-Horma and Kafer-Zeyta (Idlib province).
The Russian Centre for Reconciliation of Opposing Sides urges leaders of illegal armed formations operating in the Idlib de-escalation zone to cease hostilities and move towards peaceful settlement of the situation in areas they occupy.
