Briefing by Russian Centre for Reconciliation of Opposing Sides in Syria (March 12, 2018)
Peaceful settlement of the conflict and rendering of comprehensive assistance are the main vectors of work in the Syrian Arab Republic.
Representatives of the Russian Centre for Reconciliation carried out a humanitarian action in the settlement of Meydah, Damascus province. People received 500 food sets.
In total, since the Russian Centre for Reconciliation started settlement process, it carried out 2,080 humanitarian actions. The total weight of humanitarian cargo delivered amounts to 3,299.8 tons.
As part of the implementation of the decree of the President of the Syrian Arab Republic, the Syrian authorities continue to work on amnesty for those who evade from military service, including those among refugees and former members of illegal armed groups. As for March 11, 2019, in total 56,688 were granted amnesty.
Social infrastructure is being recovered to create favourable conditions for returnees. As for March 11, 2019, 31,370 houses, 825 educational facilities and 146 medical centres has been recovered. Besides, 1,018.5km of roads have been repaired.
Refugees are making their way back home. Ten check points including one at the Damascus International Airport and the Baniyas maritime one are operating with support of the Russian Centre for Reconciliation of Opposing Sides. As for March 11, 2019, in total 226,285 Syrians returned.
In order to prevent a humanitarian disaster in the Rukban refugee camp, a humanitarian corridor and the Jleb mobile checkpoint are set up, where also specially formed columns of buses are also sent for the voluntary and unimpeded return of temporarily displaced persons from the al-Tanf area to the places of their permanent residence.
The Syrian government guarantees the security of temporarily displaced persons and a simplified procedure for the restoration of documents. There are also centres for temporary accommodation for refugees.
The refusal of the Command of the US group in al-Tanf zone to guarantee the safe exit of refugees from Rukban camp through the 55-kilometer zone controlled by the US side and to ensure their right to free (without payment) access to places of permanent residence disrupts the
implementation of the most important humanitarian operation to save Syrian citizens.
At the same time, sanitary and epidemiological situation in the camp tends to deteriorate. According to satellite images, garbage dumps and spontaneous burials in the camp are located in close proximity to the places of residence of refugees and bottling points, which creates the threat of dangerous diseases.
Despite the ceasefire regime being established throughout the country, there are still cases of ceasefire regime violation by illegal armed formations in the Idlib de-escalation zone.
Over the past day, terrorists attacked Kinsabba and northwest of Safsafa in Latakia province; al-Kharuma, Halfiyah, Zellaqiyat in Hama province; Aleppo (three times) in Aleppo province; Sukkari (two times), Umm-al-Halahil, west of Umm-Sakhrij, Tall-al-Maqtaa in Idlib province.
The Russian Centre for Reconciliation of Opposing Sides urges leaders of illegal armed formations operating in the Idlib de-escalation zone to cease hostilities and move towards peaceful settlement of the situation in areas they occupy.
