Briefing by Russian Centre for Reconciliation of Opposing Sides in Syria (March 11, 2018)
Peaceful settlement of the conflict and rendering of comprehensive assistance are the main vectors of work in the Syrian Arab Republic.
The Russian Centre for Reconciliation of Opposing Sides and Refugee Migration Monitoring has held no humanitarian actions over the past day.
In total, since the Russian Centre for Reconciliation started settlement process, it carried out 2,079 humanitarian actions. The total weight of humanitarian cargo delivered amounts to 3,296.9 tons.
As part of the implementation of the decree of the President of the Syrian Arab Republic, the Syrian authorities continue to work on amnesty for those who evade from military service, including those among refugees and former members of illegal armed groups. As for March 10, 2019, in total 56,656 were granted amnesty.
Social infrastructure is being recovered to create favourable conditions for returnees. As for March 10, 2019, 31,365 houses, 825 educational facilities and 146 medical centres has been recovered. Besides, 1,018.1km of roads have been repaired.
Refugees are making their way back home. Ten check points including one at the Damascus International Airport and the Baniyas maritime one are operating with support of the Russian Centre for Reconciliation of Opposing Sides. As for March 9, 2019, in total 226,118 Syrians returned.
In order to prevent a humanitarian disaster in the Rukban refugee camp, a humanitarian corridor and the Jleb mobile checkpoint are set up, where also specially formed columns of buses are also sent for the voluntary and unimpeded return of temporarily displaced persons from the al-Tanf area to the places of their permanent residence.
The Syrian government guarantees the security of temporarily displaced persons and a simplified procedure for the restoration of documents. There are also centres for temporary accommodation for refugees.
However, despite the measures taken, the evacuation of refugees from the Rukban camp is actually blocked because of the American side, which does not allow buses to evacuate refugees and refuses to ensure the safe movement of humanitarian convoys inside the 55-kilometer zone around its base in al-Tanf.??
During the working meeting with the UN High Commissioner for Refugees, Filippo Grandi, which was held in Damascus, he was informed that during the whole period of operation of the Jleb mobile checkpoint 838 people have left the al-Tanf area, while no refugee has left the Rukban camp despite the misery there.
On March 11, the joint coordination headquarters of the Russian Federation and the Syrian Arab Republic in a joint statement urged the American side to start immediate and substantive dialogue on measures and concrete solutions to rescue the residents of the Rukban camp forcibly deprived of their liberty, suggesting that as a first step, most affected part of the population - the sick, the elderly, women and children -should be evacuated from the camp by joint efforts of all parties.
Despite the ceasefire regime being established throughout the country, there are still cases of ceasefire regime violation by illegal armed formations in the Idlib de-escalation zone.
During the day, the militants fired at Kinsabba, Qalaat Marza (two times), Safsafa (two times), Saraf, Akch-Baeyr and Masyaf in Latakia province; Tell Bizam, Khan-Sheikhun and Halfiya in Hama province; Zakhabia (three times), al-Sahaliya, al-Wasita (two times), and Teil-Qalbah in Idlib province; Tleat (two times) and Maqanis-al-Duwayri (two times) in Aleppo province as well as a district of research and development centre (five times) in Aleppo province.
The Russian Centre for Reconciliation of Opposing Sides urges leaders of illegal armed formations operating in the Idlib de-escalation zone to cease hostilities and move towards peaceful settlement of the situation in areas they occupy.
