Russian and Syrian joint coordination committees hold session in Moscow on repatriation of Syrian refugees
Today we hold another session of joint coordination committees of the Russian Federation of the Syrian Arab Republic. Geneva has joined our site today.
As for the general state of affairs regarding repatriation of Syrian refugees it should be noted that the process tends to develop. Now, as on the Syrian-Lebanese border, there is an active movement of Syrian citizens from Jordan, with large groups of more than a thousand people per day at the Nasib checkpoint.
At present, more than 1,518,451 Syrian citizens have returned to their homes with over 1,249,484 internally displaced persons and more than 268,967 refugees from abroad among them.
Over the past week, 7,620 Syrian citizens returned to the pre-war places of residence, including 5,979 from foreign states and 1,641 people from different regions throughout the country.
Rehabilitation process of social facilities and infrastructure in Syria has positive momentum.
Over the past week, the following facilities were repaired and commissioned:
two medical institutions,
water supply facility,
three power supply stations.
Currently, in 322 settlements work is underway to overhaul:
181 pre-school facilities,
207 water pump station,
180 power substations,
173 medical facilities,
2,030 dwellings and 90 places of warship.
These figures indicate the progress of recovering civilian life in Syria, controlled by the legal authority. The present government is stepping up the pace of creating decent living conditions for the people.
Assistance from abroad is gradually increasing. Recently, at the initiative of the Norwegian side, a meeting was held in Moscow between officials of the Ministry of Foreign Affairs and the Ministry of Defence of the Russian Federation with partners from Norway who are interested in participating in humanitarian assistance to Syria, including creating the minimum necessary conditions to ensure repatriation of Syrian citizens. They confirmed their readiness to assist the Government of Syria in reconstruction of schools, hospitals, water supply facilities. We expect that in the near future also other European countries will support generous impulse by the Norwegian side.
International humanitarian organizations are also active on this issue. Despite long-standing certain difficulties, the responsibility for which rests entirely with the United States of America, as agreed on the delivery of humanitarian supplies to the Rukban camp, a humanitarian action took place in early November.
Due to the joint efforts of the Centre for Reconciliation of Opposing Sides and Refugee Migration Monitoring, as well as the Syrian Joint Coordination HQ, with the direct participation and coordination of the relevant United Nations structures, it was possible to reach agreements with the American side and to provide, at least partially, the needs of the camp residents in food, essentials and medicines.
We expect that the role of international humanitarian organizations in providing assistance and support to Syrian refugees, as well as internally displaced persons, will only increase.

Russian diplomatic organizations including permanent missions of are working to consolidate international efforts aimed to enable refugees to return back to their former places of residence.
Preparations for the International Conference on Refugee Affairs to be held in Damascus are underway, details of it are being discussed with its potential participants. Efforts are taken to establish an inter-Syrian dialogue and preparations for the formation of the Constitutional Committee of Syria.
We intensify work with international organizations on their involvement in the International Conference on Refugee Affairs and the possible involvement of non-governmental organisations from different countries to facilitate their current situation.
At the same time, a number of Western continue to demonstrate their unwillingness to deal with practical issues of assistance in recovery of Syria and the early return of refugees, at least until the planned elections in this country.

The Syrian government as a whole, and in particular the Ministry of Local Administration and Ecology, attaches great attention to local economic development in various aspects, concentrating its main efforts on development of industrial cities and districts.
Industrial zones have achieved great success in attracting local, Arab and foreign investors.
At present, 236 foreign investment projects are being implemented in industrial zones by such countries as: Russia – Germany – Canada – India – China – Indonesia – Hong Kong – Korea – United Kingdom – Qatar – Oman – Cyprus – Australia – Kuwait – Egypt – Iran – Lebanon – Algeria – Iraq – United Arab Emirates – Jordan – Saudi Arabia – Turkey – Bahrain with a capital of 75 billion Syrian pounds.
Industrial areas played an important role in providing jobs for refugees in high-risk areas, and in addition, temporary centres were created in these areas for refugees forced by terrorist to leave their homes. They are provided with all necessary services in these centres (schools - hospitals).

The Ministry of Economy and Foreign Trade is working to create a business environment to provide jobs, stimulate the return of refugees, as well as for those Syrian citizens who have suffered material damage and have not changed their place of residence. One of the main tasks is to provide the sources of necessary income to stabilize their lives. Therefore, the office is working on the following programmes:
The first is the training programme for reliable employment.
The second is the employment programme for people in need.
The third is the entrepreneurship training programme.
The forth is the business support programme.

Aleppo is the economic capital of Syria and the main goal of the militants was to destruct economy and enterprises, withdraw of production equipment, destruct trade markets and cultural institutions.
However, due to strength and perseverance of our armed forces, with support of our friends, spirit of the people of Aleppo and the wise command of Syrian President Bashar Assad, they failed to fulfill their plans and came a great victory, which embodied the nobility of all the victims and pride in their homeland.
Three million cubic meters of debris were cleaned and about 5,700 damaged vehicles from different parts of the city were removed, street lighting was recovered in 47 squares, cross-roads and tunnels.
The government constantly supports the industrial sector in order to provide everything necessary for restoration of Aleppo as the economic capital of Syria.
About 525 enterprises of the industrial zone Al-Sheikh Najar are currently operating. Moreover, 496 sites for construction of new facilities have been allocated.
The reconstruction of 16 highways inside the city and in rural areas has been completed.
There are also projects implemented in educational sphere. Besides, 130 schools in the liberated areas of the city and 340 schools in the eastern part of the province were restored and re-open. At present, the number of active schools is 1,349.
Concerning the healthcare sphere: 20 health centers in the city and in the countryside have been recovered and in 6 centers are being overhauled.
In the field of water resources: 42 sewer network restoration projects have already been completed, and work on 3 more projects is ongoing.

Over the past day, 1,233 refugees have returned to the Syrian Arab Republic from the territory of foreign states, including:
108 people from Lebanon through the checkpoints of Jaydet Yabus and Talkalakh;
1,125 people have passed via the Nasib CP from Jordan.
It is reported that 284 Syrians returned back to:
Eastern Ghouta (Damascus province) - 28 people.
256 people returned back to the places of permanent residence in Deir ez-Zor, Damascus and Homs provinces through the checkpoint al-Salhiyah.
Over the past day the Russian side has organised one humanitarian action in Al-Gasbiyah, Homs province, and two humanitarian actions in Ein Tarma (Damascus province) and Sirian-Qadim (Aleppo province).
In total, the Russian side has organised and carried out 1,993 humanitarian actions, delivering 3,122.26 tons of food supplies, the bare necessities and bottled water.
Fifty civilians received medical aid in the town of al-Salhiyah (Deir ez-Zor province).
In total, 97,421 Syrians were provided with medical assistance by Russian military medics.
Over the past day, the refugee checkpoints have continued to operate in normal mode.

In the period from 16 to 19 October this year in the largest cities of Syria, the Russian delegation held an exhibition-presentation of the leading Russian universities "Education in Russia - start for successful future." During the visit, the delegation held a meeting with the Minister of Higher Education of the Syrian Arab Republic Atef Naddaf.
The sides emphasized that the Syrian applicants have shown great interest in studying at universities in Russia in a wide range of areas, especially in engineering and medical specialties, in the study of the Russian language and Russian literature.
In total, 543 citizens of Syria were sent to study at educational institutions of the Russian Federation this year.

In Geneva, in the framework of the International Syria Support Group, which is made up of representatives from 23 states and four international organizations, the cease-fire and humanitarian assistance task forces hold weekly meetings.
During the meetings, they discuss issues related to the observance of ceasefire regime and provision of assistance to Syrian population.
Today, the situation in the Rukban refugee camp is one of the most urgent problems, which is in an extremely difficult humanitarian situation.
I would like to note that the total number of temporarily displaced persons in it is about 50,000 people, with about 6,000 militants of the US-controlled Magavir Al-Saura group among them.
The lack of certified medical facilities and qualified personnel in the camp has led to a catastrophic health situation n the camp. Free medical care is provided only at a UN clinic in Jordan.
I would like to give an example of the humanitarian aid delivered to the camp by a UN convoy in early November. 10,075 families were claimed for receiving humanitarian aid.
Monitoring of the situation by the UN showed that part of the humanitarian cargo was seized by illegal armed groups that control the camp and did not reach the people in need.
Another negative aspect of life in the camp is the inability of the local administration to provide refugees with personal security.
There are only four schools of primary education in the Rukban camp, in which refugee volunteers work without salaries and textbooks.
The entire responsibility for the created lawlessness with refugees in the Rukban rests fully with the United States, illegally occupying the area and using the humanitarian problems of the refugee camp to legitimize its military presence in southern Syria. We believe that closing of the 55-kilometer zone around al-Tanf by the American side will close closure of the Rukban camp.
Russian representatives in the ceasefire and humanitarian assistance task forces are ready to assist international organizations in resolving the humanitarian disaster in the Rukban camp and in evacuating everyone who wants to leave it.

According to information received from various sources through the Ministry of Foreign Affairs of the Russian Federation, we confirm that the situation in those areas that the Syrian authorities cannot control today, or rather that they have been illegally seized, is critical.
Situation in the Rukban refugee camp, located in the 55-kilometer, so-called security zone of the US military base at Al-Tanf, in the occupied territory of Syria, is of particular concern. Residents of the camp are surviving in the most difficult, inhuman conditions. The humanitarian situation is actually catastrophic and requires a fundamental change.

Why, in these conditions, the world community, which cares so much about human rights, continues to persistently keep silent about the humanitarian disaster in the Rukban camp? In fact, being held hostage.
Why are the official structures of the United Nations responsible for providing all-round assistance to refugees, in fact, are not active and persistent in resolving global humanitarian issues related to the terrible situation of Syrian citizens in the Rukban camp?
Why the media are not allowed to refugees in the Rukban camp?
And there is an explanation for that. There is really something to hide.
At the same time, the American side has always stressed the need to fight against the ISIS operating in the region as the only reason for its presence on the territory of Syria. However there are no ISIS groups in southern Syria. So what is the purpose of the American troops there?
We call on the United States of America to immediately stop the illegal occupation of the 55-kilometer zone around Al-Tanf, which is the sovereign territory of the Syrian Arab Republic. This will automatically lead to the resolution of the Rukban problem and return of its residents nack to their homes.
