Briefing by Russian Centre for Reconciliation of Opposing Sides in Syria (October 15, 2019)

Peaceful settlement of the conflict and rendering of comprehensive assistance are the main vectors of work in the Syrian Arab Republic.

No humanitarian actions were held over the past day.

In total, since the Russian Centre for Reconciliation started settlement process, it carried out 2,223 humanitarian actions. The total weight of humanitarian cargo delivered amounts to 3,650.81 tons.

Since September 30, 2015, in total 666,472 Syrians have returned back to their homes from abroad. 1,304,834 internally displaced persons returned back to their places of pre-war residence.

Social infrastructure is being recovered to create favourable conditions for returnees.

As for October 15, 2019, 32,498 houses, 907 educational facilities and 206 medical centres has been recovered. Besides, 1,095.4 km of roads have been repaired.

The process of restoring the sovereignty of the Syrian Arab Republic in the North-East of the country continues. Government forces took control of Manbij of Aleppo province, al-Tabqa of Raqqa province, Ain-Isa, Qamishilia and Hasakah of al-Hasakah province.

On the Eastern Bank of the Euphrates river in Raqqa and a number of settlements in the province of Deir ez-Zor rallies were held by local population against foreign occupation and in support of reunification with official Damascus.

The evacuation of units of the armed forces of the United States of America from the North-Eastern regions of the Syrian Arab Republic continues. American troops left their bases in Dadat and Umm-Mial in the district of Manbij of Aleppo province and departed in the direction of the Syrian-Iraqi border.

We call on the population of the areas previously controlled by the US armed forces and their allies of the international coalition to refrain from aggressive actions against the armed forces of Western States or allied formations. The authorities of the Syrian Arab Republic and the Russian command are taking all necessary measures to ensure the safe withdrawal of foreign troops, prevent inter-ethnic clashes and other armed conflicts in the areas returning to the control of the Syrian government, eliminate the terrorist threat and fully restore peaceful life.

Despite the ceasefire regime being established throughout the Idlib de-escalation zone, there is an increase of cases of ceasefire regime violation by illegal armed formations.

On October 15, 19 cases of shelling have been registered. The militants of illegal armed groups fired on settlements of Benjamin, Sabikia, Makanis-Ed-Duvari in Aleppo province; Ardash Dag, Chekurdzhak, Sandran, Kinsabba, Nahshabba in Latakia province; al-Salihiya, Abu-Omar, Kefraya, Habit in Hama province; Dar-Hardata, Tell-Metvasi in Idlib province.

The Russian Centre for Reconciliation of Opposing Sides urges leaders of illegal armed formations operating in the Idlib de-escalation zone to cease hostilities and move towards peaceful settlement of the situation in areas they occupy.
