Briefing by Russian Centre for Reconciliation of Opposing Sides in Syria (March 13, 2018)

Peaceful settlement of the conflict and rendering of comprehensive assistance are the main vectors of work in the Syrian Arab Republic.

Representatives of the Russian Centre for Reconciliation carried out a humanitarian action in the settlement of Eyn-Asaf, Aleppo province. People received 500 food sets.

In total, since the Russian Centre for Reconciliation started settlement process, it carried out 2,081 humanitarian action. The total weight of humanitarian cargo delivered amounts to 3,301.3 tons.

As part of the implementation of the decree of the President of the Syrian Arab Republic, the Syrian authorities continue to work on amnesty for those who evade from military service, including those among refugees and former members of illegal armed groups. As for March 12, 2019, in total 56,746 were granted amnesty.

Social infrastructure is being recovered.  As for March 12, 2019, 31,377 houses, 825 educational facilities and 146 medical centres has been recovered. Besides, 1,018.8km of roads have been repaired.

In order to prevent a humanitarian disaster in the Rukban refugee camp, a humanitarian corridor and the Jleb mobile checkpoint are set up, where also specially formed columns of buses are also sent for the voluntary and unimpeded return of temporarily displaced persons from the al-Tanf area to the places of their permanent residence.

The Syrian government guarantees the security of temporarily displaced persons and a simplified procedure for the restoration of documents. There are also centres for temporary accommodation for refugees.

However, despite the measures taken, the evacuation of refugees from the Rukban camp is actually blocked because of the American side, which does not allow buses to evacuate refugees and refuses to ensure the safe movement of humanitarian convoys inside the 55-kilometer zone around its base in al-Tanf.??

Despite the ceasefire regime being established throughout the country, there are still cases of ceasefire regime violation by illegal armed formations in the Idlib de-escalation zone.

Over the past day, terrorists mortared Ikko, Safsafa (two times) and Akch-Bayer in Latakia province; Maan and al-Jeyd in Hama province; Aleppo, Sabaqiya, Binyamin in Aleppo province, Abu-Dali (three times), Umm-al-Rjin and Abu-Omar in Idlib province; as well as the district of research centre in Aleppo.

The Russian Centre for Reconciliation of Opposing Sides urges leaders of illegal armed formations operating  in the Idlib de-escalation zone to cease hostilities and move towards peaceful settlement of the situation in areas they occupy.
