Ceasefire regime in Syria has been established since December 30, 2016.
The Russian Federation has been implementing all taken obligations. The Russian party continues work aimed at observance and spread of the regime throughout Syria.
In order to develop mechanisms of the ceasefire regime, meeting of military experts from Russia, Turkey and Iran was held in Astana on February 6. The meeting was held in a constructive manner. Representatives of the United Nations participated in the meeting as well.
All participants noted the significant reduction in the number of ceasefire violations.
Russian project titled “Regulations on joint operational group supporting the ceasefire regime” has been almost approved. The document is supposed to be signed at the next meeting.
The additional protocol to the Agreement, which had been developed by Russian and Turkish experts and approves specific measures aimed to enhance the truce, has been supported by all participants of the meeting.
“Regulations for a reconciled region (inhabited area)”, which had been introduced by the Russian party, has been approved. This document determines relations between the Syrian authorities and inhabited areas controlled by armed formations in transition period.
These documents have been sent to the opposition and Syrian government for approval.
Registration of areas, which had been controlled by formations of the ISIS and Jabhat al-Nusra, has been almost finished. There are insignificant differences in opinions. However, they are to be settled in the nearest future.
This allows to separate the opposition from terrorist groupings.
Moreover, representatives of Jordan have taken part in the meeting for the first time. They described the situation in the south of Syria in details. According to the Jordanian party, most armed formations support the ceasefire regime, and formations, which have not joined it, are ready to do it in the nearest time.
We have suggested creating working groups representing the opposition and the Syrian government within the negotiation platform in Astana in order to discuss the preparation of the Syrian Constitution. Later they are to form Constitutional commission which will finish the elaboration of the main law of Syria and will define the mechanism of its adoption.
In tote, our initiative has been supported by the participants.
The ceasefire has allowed to activate the reconciliation process. Active participation of the Russian Centre for reconciliation of the opposing sides has led to significant results in the Damascus province.
In the Wadi-Barada district the water supply in the Syrian capital was restored. 2.5 thousand insurgents laid down their arms. Head of 9 inhabited areas expressed their readiness to join the reconciliation process.
In Eastern Kalamun the government troops jointly with opposition formations managed to frustrate the offensive attempt of the ISIS detachments. Six inhabited areas with the total population of 25 thousand people have joined the reconciliation.
Since February 3, near the Western Guta 9 humanitarian corridors have been opened for the Syrian population. Reconciliation agreements have been signed with representatives of 30 inhabited areas of the Western Guta with the total population of 900 thousand people.
Humanitarian assistance is being provided to the people of Syria. Russian Centre for Reconciliation of opposing sides conducted 699 humanitarian actions, in which the population has received 1,250 tons of food products, medicines and items of first necessity.
The humanitarian work of international organizations has been intensified.
Last week Russian aircraft used parachute platforms to deliver to the region of Deir-ez-Zor more than 80 tons of food products received from the United Nations.
On February 5, a humanitarian convoy (31 vehicles) of the United Nations, International Committee of the Red Cross and the Syrian Arab Red Crescent has been sent to Tell Bisa in the Homs province.
The success of government troops is pushing Western politicians to acquire first-hand objective information about the situation in Syria. The delegation of Belgian deputies visited Aleppo last week after the representatives of the French Parliament. They saw first-hand what the Western media prefer to keep silent about. Parliamentarians from Belgium got familiarized with the reconstruction of facilities destroyed by terrorists, and visited a camp of temporary accommodation in the Jibreen area, where talked with refugees from Eastern Aleppo who lived there.
Currently, government troops supported by the Russian Aerospace Forces are conducting a successful offensive against the ISIS. Since January 1, they have defeated 4608 terrorist objects.
In the north of the Aleppo province, as a result of active offensive actions of government troops towards the town of Al-Bab, last month militants were driven out of 35 settlements. The territory of over 300 square kilometers is put under control. Government troops are 1.5 miles south of the town of Al-Bab.
Joint actions of the Russian Aerospace Forces and the Turkish Air Force bring a significant contribution to the destruction of the ISIS in this area. This is supported by continuous interaction, exchange of information, joint planning and attacks.
Russian Aerospace Forces’ aircraft destroyed 892 terrorist targets near Al-Bab.
In the area of the city Khanaser the Syrian troops have threw the ISIS formations back from the highway Damascus – Aleppo for 16 kilometers. Twelve settlements and 250 square kilometers of Syrian territory have been liberated.
In the direction of Palmyra the Syrian army with the support of the Russian Aerospace Forces has significantly widened its control zone in the area of Tiyas. 783 square kilometers of territory have been liberated. The offensive extended 25 kilometers to the east. El-Beida has been liberated. Main heights along the road have been taken under the control. Most part of the way to Palmyra has been passed.
Air strikes of the Russian Aerospace Forces in the area of Deir ez-Zor have played a great role in decreasing of the fighting capacity and undermining the morale of the ISIS troops.
Tu-22M3 aircraft have carried out 36 combat sorties during which 34 objects of terrorists have been destroyed.
With the active support of the Russian Aerospace Forces the garrison of the government troops has improved its situation significantly in Deir ez-Zor.
Now the Syrian government troops continue combat actions in Deir ez-Zor to restore the lost positions.
The Russian Aerospace Forces will continue eliminating objects of the terrorists in Syria.
